Manhole Cover Art

It looks to be signed (embiggenate to see the signature etched near top-left). The message says, “under your souls ‚Ä¢ 38,752 streets ‚Ä¢ Los Angeles County.”

Anyone know much about the project or the artist who created it?

    2001. Walking Wheel, Under Your Souls, Power and Communication. Part of the Hill Street Avenida project, Hill Street, just north of 4th street, in front of the Central Market. Commissioned by Los Angeles County MTA.
