		<description>I like the way they expect neighbors to turn in neighbors.  Nice.  (Dripping sarcasm).

All that aside the DWP will get you at bill time and it pays to conserve to avoid the bill increase at Tier II.  I am so glad I am not DWP.

		<description>My neighbor&#039;s sprinklers run from 5am to 7am. Switching between the front and back yards at 15 min. intervals. The front yard sprinklers water my yard, driveway and the sidewalk. 2 years ago, I spoke to my neighbor about the waste. He said that&#039;s how the sprinklers were when he bought the place. :) Last summer, when the Phase I rules went into effect, I called LADWP and the woman laughed saying they didn&#039;t have the time/manpower to enforce it. Last Tuesday, I watched the guy around the corner water the parkway from behind his fence as he sat in the middle of he yard, smoking. Actually he was shooting the jacaranda leaves and dates off the grass into the gutter. LADWP has 2 trucks sitting across the street. In the 35 min. I sat there and watched this guy &quot;clean&quot; his parkway, the LADWP guys didn&#039;t say a single thing to him. So, it looks like there needs to be education on all fronts.
