		<description>Great post.  In my corner of the world we actually have our mayoral and council elections in April after the big state/national elections.  The reason give is that it allows us to focus on &quot;just our issues and candidates&quot;.  The reality if you believe pundits (and I use the word as a compliment) is that they chose off major election periods to rely on low turn out to make it easier to get your ballot box stuffed with crony votes and not worry about the general electorate to show up and possibly upset the balance of power in the city.

I suspect LA does similar.  If you keep the turnout low its easier to control the outcome.  Its the politics of apathy being applied to maintain balance of power.
